Property Management

The Home Owners Association board has chosen Wise Property Management to assist with the administrative matters. Wise handles the coordination of the board meetings, payment of bills, collection of HOA dues, processing of Architectural Review forms, and other day-to-day operations.

Our Property Manager is Benjamin Alair, he can be reached at turtlecreek34@wisepm.com.

The Wise portal allows you to view your account, and update your information. You also will have access to other documents that you may need for updates to the board or Architectural Review Committee.

Social Calendar

The Homeowner's Association Social Committee sets up social events every three months or so. If you have an idea for a social event, send a note to turtlecreek34hoa@gmail.com. A Men's Poker Night is in the planning. More details to follow...

Architectural Review

Any updates to your property that affect the appearance of your property from public areas needs to undergo a review by the Architecture Review Committee.

For example:

The process is actually quite simple and is primarily in place to keep our community looking sharp. Start with the ARCApplication, available via the Wise portal or -> here <-. 

After you fill out the application, email it turtlecreek34@wisepm.com.

Rules and Regulations

The community has a set of Rules and Regulations that encompass both Turtle Creek 3 & 4 and the East Lake Woodlands community overall.

Who is on the Board?

The Board is made up of homeowners who have volunteered their time to help keep the community looking good and well maintained. We are always looking for new members to join us. Please do reach out if you would like to participate!

Street Lights

Sometimes the street lights no longer light up as they are supposed to. Duke Energy is responsible for the repair and maintenance of the street lights. 

If you would like to report a light, call Duke at: 800-228-8485. They will ask for the pole number (affixed to the pole) or the nearest street address.

Contacting Security

East Lake Woodlands provides the security personnel that man the guarded gates and perform the patrols. They can be contacted at

If it is an emergency, contact Pinellas County Sheriffs or the fire department by calling 911.

Garbage Collection

Garbage is collected every Tuesday and Friday.

Recycles are collected every Wednesday.

Utility Problems ?

Water Line Breaks

If you have construction and a water line is broken, it could be Pinellas County Utilities or ELW Water.

If the water stinks, it is ELW Water that is used for lawn watering. Call Rick at 727-784-8576 x3864.

If it is Pinellas County, the Emergency Line for Pinellas County Utilities is 727-464-4000.

Downed Electric Wires

For downed lines or other safety hazards, call Duke at 800-228-8485


Lawn Watering

Sprinklers, using pond water from ELW Water Company, must be used only as designated by the East Lake Woodlands water authorities. 

In order to spread the usage evenly across homes and maintain adequate pressure, homeowners are restricted to watering on certain days depending on the last digit of your house number.

Day House number last digit

Monday 0 or 1

Tuesday 2 or 3

Wednesday 4 or 5

Thursday 6 or 7

Friday 8 or 9

Sat/Sun no watering allowed

Watering times:

12:00 am  - 7:00 am  or

7:00 pm to 11:59 pm

No watering is allowed between 7:00 am and 7:00 pm.

Sprinkler maintenance can be performed Monday - Friday from 8:30 am to 11:00 am or 12:30 pm to 3:30 pm.

New Access to
East Lake Woodlands

As of April 2, 2024 East Lake Woodlands will no long be manning the security booth at the East Lake Road and Tampa Road entrances. Instead, new kiosks will be installed that allow visitors to contact a central station to provide access.

Part of this update is the removal of the barcode scanners in the residents' lanes and the auxiliary entrances (Truist bank, Behind McDonalds, Behind Walmart Neighborhood Grocery, and Sunflower). Residents should receive new RFID tags that will be scanned as they drive up to the gate.
